Modify an old skirt
The quickest way to make a full circle skirt is to modify a suitable long or extra wide skirt. These styles are more common than finding a knee length full circle skirt ready to wear.
A long prairie style skirt often has enough fabric flare to be a full circle, if you cut the extra length from the top of the skirt and make a new waistband.
If you pull the skirt up till it sits knee length, gather in where the waist should be. You can then see if the bottom of the skirt can create the full circle effect you are looking for.

You can see the original top part of the skirt with its wide stretch waist band.
I cut off enough of the top to make the skirt knee length for me.
Create a new waist band and your skirt is done.
One method of making a waistband is using wide waistband elastic as the exposed top of the skirt.
Another is making a waistband of fabric to contain the elastic.
